Maharashtra EV Policy 2026: Road Tax Exemption & Two-Wheeler Subsidy Explained

Maharashtra runs one of India's most ambitious state EV policies, covering the period 2025 to 2030 with a reported allocation of over ₹11,000 crore. If you're buying an electric bike in Maharashtra, here's what the policy actually offers, verified against multiple current sources as of 2026.

The Core Two-Wheeler Subsidy

Maharashtra's EV Policy 2025-2030 offers electric two-wheeler buyers a subsidy calculated at ₹5,000 per kWh of battery capacity, capped at ₹10,000 per vehicle. For a bike with a 3.24 kWh battery, the calculation works out to 3.24 × ₹5,000 = ₹16,200 on paper, but the actual subsidy is capped at ₹10,000, since that's the lower limit, similar in structure to how central and other state schemes apply a per-kWh rate against a hard maximum cap.

A note on conflicting figures: some sources report a higher cap around ₹25,000 for two-wheelers, and we found genuine inconsistency across current reporting on this specific number. The ₹10,000 cap appears in multiple, more detailed and more recently dated sources describing the policy's specific vehicle-category breakdown, which is why we've used it as the primary figure here, but given the discrepancy, confirm the exact current cap directly with your dealership or Maharashtra's transport department before finalizing a purchase decision based on this number alone.

Total Vehicles Covered Under the Scheme

The policy is structured to cover 1,00,000 vehicles across all categories on a first-come, first-served basis, with two-wheelers specifically reported to account for a significant majority share of this allocation, given electric scooters and motorcycles make up the bulk of EV purchases in the state. Once this cap is reached, the subsidy component may no longer be available even if the policy's broader tax benefits remain active.

Road Tax and Registration: The Bigger Ongoing Benefit

Beyond the direct purchase subsidy, Maharashtra offers a 100% exemption on road tax and registration fees for electric vehicles under this policy. Given that road tax on a petrol bike purchase can itself run into several thousand rupees, this exemption is a meaningful, straightforward saving that applies regardless of whether the direct purchase subsidy allocation has been exhausted.

Scrappage Incentive

Maharashtra also offers a scrappage incentive, reported at up to ₹7,000, for buyers who scrap an old petrol two-wheeler when purchasing a new EV. This functions similarly to scrappage bonuses offered in other states like Delhi, though the exact amount and conditions should be confirmed directly given some variation across sources.

Toll Exemption: A Less Commonly Known Benefit

One benefit specific to Maharashtra's policy that's worth knowing about: EV two-wheelers reportedly qualify for toll exemption on major state highways. While this matters more for four-wheeler EV owners on expressways like the Mumbai-Pune corridor, it's a genuine additional benefit for two-wheeler riders who regularly use toll roads.

Eligibility Requirements

To qualify for Maharashtra's EV subsidy, your vehicle must be registered within the state during the policy period (April 2025 to March 2030), and the specific model must appear on the state government's pre-approved model list. Before finalizing a purchase, confirm with your dealership that your specific model and variant is currently on this approved list, since not every electric bike sold in India is automatically eligible.

Combining With the Central Scheme — An Important 2026 Update

Maharashtra's state subsidy has historically been stackable with the central PM E-DRIVE scheme. However, it's critical to know that the central scheme's electric two-wheeler subsidy component closed on 31 July 2026. If you're purchasing from August 2026 onward, you will not be able to stack a central cash subsidy on top of Maharashtra's state benefit, only the state-level subsidy, road tax exemption, and scrappage incentive remain available for new two-wheeler purchases from this point forward, unless the central scheme is renewed or replaced with a new program.

What This Means for Your Effective Purchase Price

For a bike like the Revolt RVX, priced at ₹1,24,990 ex-showroom, combining Maharashtra's ₹10,000 purchase subsidy (if allocation remains available) with the full road tax exemption meaningfully reduces your total on-road cost compared to buying the same bike without these benefits. Ask your dealership for a complete on-road price breakdown showing exactly which Maharashtra-specific benefits have been applied.

How Maharashtra Compares to Other States

Maharashtra's approach, a moderate direct subsidy combined with a strong tax exemption and toll benefit, differs from states like Delhi, which currently offers a considerably higher direct purchase subsidy (up to ₹30,000) alongside similar tax benefits. If you have flexibility in where you register your vehicle, it's worth understanding these differences, though remember that subsidy eligibility is generally tied to your actual registration state, not simply where you happen to purchase the bike. We've covered a broader state-by-state subsidy comparison if you want the full national picture.

Book a test ride at your nearest Maharashtra dealership and ask for the current, exact subsidy figures applicable to your purchase.

What to Bring to Your Dealership Conversation

Given the scale and complexity of Maharashtra's policy, it's worth walking into your dealership conversation with specific questions rather than a general "what's the subsidy" ask. Request the exact current per-kWh rate and cap being applied to real customer invoices right now, ask whether the 1,00,000-vehicle allocation pool still has room for two-wheelers specifically, and confirm the road tax and scrappage benefit amounts separately, since these are distinct line items that can each affect your final on-road price independently.

Conditions apply. Figures marked with an asterisk are claimed/rated values based on internal testing under standard conditions. Actual performance may vary depending on riding conditions, road and terrain, load, tyre pressure, rider weight, and riding style.
